The approach

Build trust by improving the system behind the intelligence.

Operation InSIGHT™ examines how intelligence is created, shared, and used, reveals what gets in the way, and guides improvements that can be sustained.

InSIGHT stands for Inspect Systems, Identify Gaps, Hone Techniques.

Operation InSIGHT is one continuous methodology applied through bounded improvement efforts. Inspect Systems, Identify Gaps, and Hone Techniques are connected modes of work with distinct purposes, not a rigid sequence. All three remain active as understanding and the system evolve.

When the system becomes harder to trust

Over time, conflicting definitions, duplicated reports, undocumented logic, and manual workarounds make intelligence harder to trust, maintain, and use.

We call that accumulated burden Intelligence Debt™.

How Intelligence Debt shows up

The cost is time spent reconciling information, duplicated effort, and delayed decisions.

Debt, symptoms, and gaps are different.

Intelligence Debt™ is the accumulated burden that makes intelligence harder to trust, maintain, and use. The examples above are symptoms that prompt investigation.

Gaps are structural, operational, and organizational barriers that allow that debt to accumulate or prevent it from being resolved. Rebuilding a report, for example, may reflect unclear ownership, inaccessible information, or an unmet business need. Each requires investigation.

The three phases

Continuous Operation InSIGHT cycle: Inspect Systems, Identify Gaps, Hone Techniques, with ongoing feedback to Inspect Systems. All three remain active throughout the work.

Inspect Systems

Understand how intelligence is created, shared, and used across the organization.

Identify Gaps

Reveal the structural, operational, and organizational barriers preventing trusted intelligence.

Hone Techniques

Implement sustainable improvements that strengthen trust, governance, and decision quality over time.

Inspect Systems

Examine business decisions, stakeholder needs, sources, logic, definitions, workflows, ownership, and controls.

Output: A documented current state supported by evidence.

Identify Gaps

Compare current capabilities with decision needs, investigate causes, assess consequences, and prioritize barriers.

Output: An evidence-based diagnosis and prioritized improvement plan.

Hone Techniques

Design, implement, validate, and document agreed improvements, with owners and ongoing review.

Output: Validated changes with clear ownership and a review cadence.

Operation InSIGHT is one continuous methodology applied through bounded improvement efforts. Inspect Systems, Identify Gaps, and Hone Techniques are connected modes of work with distinct purposes, not a rigid sequence. All three remain active as understanding and the system evolve. While improvements are implemented, their behavior is inspected, remaining or new gaps are identified, and techniques are refined. Shared definitions, documented logic, clear ownership, and established validation make each subsequent iteration easier. Each engagement or improvement effort has an agreed scope, deliverables, and completion criteria. Completing that effort does not end the methodology: ongoing review sustains the changes and informs the next priorities.

Trust is confidence supported by evidence.

Trusted intelligence is fit for the decision, understandable enough to question, and clear about its limitations. The goal is to reduce unnecessary reconciliation while preserving appropriate scrutiny.

Trust Signals™ are observable behaviors that help guide investigation. An export or a dashboard screenshot alone cannot establish trust or distrust. Context and supporting evidence matter.

Begin with the business need.

The work is scoped around your decisions, existing environment, and ability to sustain change. An assessment can establish the current state, diagnose gaps, and identify priorities before implementation is agreed.
